William J. "Billy" Richter, 51 passed away on August 30, 2021 at the Brookings Hospital. Born on August 16, 1970 in Sioux Falls, SD, Billy lived with foster parents for 14 months when he was adopted by Charles and Bernadette (Luze) Richter. Billy had a passion for movies (especially the Karate Kid). He loved Power Rangers, Star Wars, Marvel movies, and so many more. His movie collection rivaled that of Netflix.
Anybody who met Billy knows that his smile and laughter could light up a room. He was a true source of joy for his family, his friends, his co-workers, and those who served him. He will be dearly missed.
