JoAnne was born September 23, 1938 in Chester, SD to James and Ann (Carstensen) Relf. She was raised in Sioux Falls, SD, receiving her education and lifelong friends from Bancroft Elementary, Whittier Middle School and Washington High School. She continued her education at Augustana College; as Jo would say, "Go Vikings!" Jo worked to put herself through college and proudly graduated to pursue her career in social work with the State of South Dakota.
JoAnne then met Dean Ramsdell and married at East Side Lutheran on September 30, 1961. They began their married life on Dean's family farm south of Flandreau. She enjoyed being a member of Bridge Club, Square Deal Club, Athena and WELCA at Our Saviors Lutheran Church.
JoAnne enjoyed substitute teaching, tutoring children after hours and being part of the US Census Bureau. Her greatest passion was to serve the less fortunate. She enjoyed campaigning for the candidate that would support these needs.
She instilled this passion in her surviving children, Leslie Cunningham (Wayne), William Ramsdell (Stacey Roberts), Katie Harms (Dan), all of Sioux Falls; 5 granddaughters, Abby Cunningham (Riley Randall), Paige VenOsdel (Mat), Kassandra Brannon (Kevin), Christian Cunningham, Sierra Ramsdell and Morgan Roberts; three great-granddaughters, Willa VenOsdel, Rowan Baker and Sutton Randall. She felt very blessed to be close to all of her nieces and nephews.
JoAnne was preceded in death by Dean, parents James and Ann and her in-laws, Lester and Virginia Ramsdell as well as Dean's siblings, William, Mary, Joyce and Mick.
Memorials may be directed to Wholeness Center in Flandreau, Our Saviors Lutheran Church, Flandreau, SD, or Feeding South Dakota.
